Support and Services for Students with Disabilities

 

In compliance with state and federal law, notice is hereby given by the Ephrata Area School District that it conducts ongoing identification activities as a part of its school program for the purpose of identifying students who may be in need of special education and related services (eligible students). 

If your child is identified by the District as possibly in need of such services, you will be notified of applicable procedures.  Individualized services and programs are available for children who are determined to need specially designed instruction due to the following conditions:

  1. Autism

  2. Deaf-blindness

  3. Deafness

  4. Emotional Disturbance

  5. Hearing Impairment

  6. Mental Retardation

  7. Multiple Disabilities

  8. Orthopedic Impairment

  9. Other Health Impairment

  10. Specific Learning Disability

  11. Speech and Language Impairment

  12. Traumatic Brain Injury

  13. Visual Impairment Including Blindness

In compliance with the state and federal law, the Ephrata Area School District will provide to each protected handicapped student without discrimination or cost to the student or family, those related aids, services, or accommodations which are needed to provide equal opportunity to participate in and obtain the benefits of the school program and extracurricular activities to the maximum extent appropriate to the student's abilities. In order to qualify as a protected handicapped student, the child must be school age with a physical or mental disability that substantially limits or prohibits participation in or access to an aspect of the school program. These services and protections for "protected handicapped students" are distinct from those applicable to all eligible or exceptional students enrolled (or seeking enrollment) in special education programs.

Lancaster-Lebanon Intermediate Unit #13 Early Intervention Program

 

The Lancaster-Lebanon Intermediate Unit 13 provides services for children who are developmentally delayed between the ages of three years and school age. Programs are available in a number of settings throughout the two-county area.


These services are available at no cost to parents. Programs are funded through state and federal monies. Some of the services available are Classroom Services, Community Support Services, Physical Therapy, Occupational Therapy, and Speech and Language Therapy. If you have a child who might be eligible for services, or if you know of a child who needs services, please call (717) 606-1601. Early Intervention makes a difference in a child's life!


Gifted Services

 

Ephrata Area School District's gifted program provides educational opportunities designed to meet needs, abilities, and interests of our students. Professional staff uses multiple criteria to identify students in each school, identify the specific talents and abilities of gifted students and nourish those abilities through placing students in appropriate curricula.  It is our goal to challenge gifted students by providing educational programming that meets their academic and intellectual needs. English as a Second Language (ESL) Services

 

Students whose first language is not English may be eligible for services as an English Language Learner (ELL). Students are screened upon enrollment or at the request of parents or school personnel. Parents are notified of their child's assessment results and of the eligibility for ESL services.

 

Translation services are made available, by the school district, should any parent require translation to ensure quality communication and understanding of their child's progress in school. If you are concerned about your child's English proficiency, please contact your child's school. Service Agreement Plans (Section 504 of ADA)

 

The Ephrata Area School District provides, to each protected handicapped student, those related aides, services, or accommodations that are needed to provide equal opportunity to participate in and benefit from the public school program and extracurricular activities.  Services are provided without discrimination or cost to the student or family.  

 

To qualify for services under Section 504, the students must be school age and have a physical or mental disability or condition that substantially limits one or more major life activities, such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working.  The disability or condition impacts the student’s access to participate in the public school program.  These services and protections are distinct from those under IDEA 2004.


For further information on the rights of parents and children, provision of services, screening and evaluation, and procedural safeguards, you may contact an Ephrata Area School District Principal in writing.  Only students enrolled in the Ephrata Area School District are eligible for services.


Notice of Family Educational Rights and Privacy Act (FERPA) 

 

Notice to Parents and Eligible Students Who Reside in the Ephrata Area School District
Notice of Rights Under FERPA For Elementary and Secondary Students in the Ephrata Area School District

  Family Educational Rights and Privacy Act (FERPA) extends certain rights with respect to the student's education records. They are: 

  1. The right to inspect and review the student's education records within 45 days of the date the District receives a request for access.  Parents or eligible students (students over eighteen years of age) should submit to the school principal or other appropriate school official a written request that identifies the records they wish to inspect. The principal will make arrangements for access and notify the parent or eligible students of the time and place where the records may be inspected. Parents or eligible students may make notes from the record or may request copies at $.50 per page.

  2. The right to ask Ephrata Area School District to amend a record that they believe is inaccurate or misleading. Parents or eligible students should write the school principal, clearly identify the part of the record they want changed, and specify why it is inaccurate or misleading.  If the District decides not to amend the record as requested by the parent or eligible student, the District will notify the parent of eligible student of the decision and advise them of their right to a hearing regarding their request for the amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing. 

  3. The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA authorizes disclosure without consent. One exception which permits disclosure without consent is disclosure to school officials with legitimate educational interests. A school official is a person employed by the District as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the school board; a person or company which whom the District has contracted to perform a specific task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her task. A school official has a legitimate educational interest if the official needs to review an educational record in order to fulfill his or her professional responsibility.  Under request, the District discloses educational records without consent to officials of another district in which a student seeks or intends to enroll. 

  4. The right to file a complaint with the United States Department of Education concerning alleged failures by the District to comply with the requirements of FERPA. The name and address of the office that administers FERPA is:
